Legislature Hits Halfway mark
The legislature wrapped up the first half of the regular session this past week. Many committees met last Monday and Tuesday to finish work on non-exempt bills. Then, ahead of the Turnaround deadline on Friday, the House and Senate spent Wednesday and Thursday on their respective floors churning through the many bills that have made it through the committee process. The House considered over 70 bills on the floor and the Senate ran nearly 40 bills in their chamber.

Legislative Update
This past week was the last full week for hearings on non-exempt bills ahead of the “Turnaround” deadline. Next Monday and Tuesday will be the last opportunity for non-exempt bills to have a hearing and be advanced from their committee for consideration by the full House or Senate. After the turnaround deadline, only bills that have been acted upon, or introduced by an exempt committee (such as the budget committees), or exempted from the deadline (“blessed”) by the House Speaker or Senate President will be considered alive for action for the remainder of the legislative session. This deadline is an important part of the legislative process because it further focuses the work of the legislature for the remaining weeks of the session. As might be expected, in the days leading up to Turnaround, groups scramble to advance their issues and keep alive an opportunity for final passage in the second half of the session.

DASHING TOWARDS TURNAROUND DEADLINE

Seven working days remain before the important turnaround deadline on February 23rd. Turnaround day is the deadline by which all non-exempt bills must be passed by their house of origin. This means non-exempt committees may only meet and consider bills until February 20th, making this upcoming week one of the busiest of the year for committee activity and to signal which bills have the most momentum at this point in the session.

NEW KMS OFFICERS/TRUSTEES
The past week was a busy one for KMS. G. Aron Fast, MD, a family physician from Hesston, was installed as the new KMS President, replacing outgoing President Mark Brady, MD of Overland Park. Dr. Fast will serve a two year term.
Also joining the KMS Board of Trustees were the following:

A message from KMS Executive Director as the 2024 Legislative Session Begins
Monday, January 8th marks the start of the 90-day general legislative session. This will be the second year of the current legislative biennium, which means bills from the 2023 session carry over for consideration in addition to newly drafted bills. 2024 is also an election year for all 40 Senate seats and 125 House seats and will uniquely impact the session in two ways. If the House and Senate agree on nothing else, both bodies will be united in wanting a swift and generally controversy free session that allows them to begin fundraising and knocking on doors and securing re-election support sooner, rather than later.
